What Use is a Cage without Occupants?

It depends on the occupant’s point of view, of course, as to whether they’re prisoners or just visiting. Ask a Carcerian and they’ll tell you that Sigil’s the Ultimate Cage, where the only doors out are controlled by the Lady of Pain, the Final Jailer. Most Cagers ain’t so morbid about it, of course.
